Press release - EU Institutions agree Roadmap to achieve “One Europe, one Market” by end of 2027

On 24 April 2026, the European Parliament, Council, and Commission agreed on a political roadmap under the Digital Markets Act (DMA) to achieve a fully integrated digital single market by the end of 2027. This roadmap, titled "One Europe, one Market," outlines a phased approach to harmonise enforcement of the DMA across member states, streamline compliance procedures for gatekeepers, and close regulatory loopholes that currently allow fragmented national rules. It also includes commitments to accelerate interoperability requirements for core platform services and to strengthen data-sharing obligations for dominant platforms.

The change directly affects all companies designated as gatekeepers under the DMA, including major tech platforms in online search, social media, app stores, messaging, and advertising. It also impacts national competition authorities, which will need to align their enforcement timelines and cooperate more closely with the European Commission. Smaller businesses and startups that rely on these platforms may benefit from earlier access to data and more consistent rules across the EU.

Compliance teams should immediately review their current DMA compliance programmes against the roadmap’s milestones, particularly around interoperability and data portability deadlines. They should engage with the Commission’s upcoming consultation on the phased implementation plan and prepare for more rigorous reporting requirements starting in early 2027. Teams should also monitor national regulator guidance to ensure alignment with the harmonised approach, and begin internal audits of any services that may fall under expanded gatekeeper definitions.
